Introduction

This event is organised by Italy’s National Institute of Health, Migration and Poverty (INMP) and the Council of Europe’s Office of the Secretary General’s Special Representative on Migration and Refugees, as part of the calendar of events of the Italian Presidency of the Committee of Ministers (November 2021 – May 2022) and in line with its priorities.

The Council of Europe Action Plan on Protecting Refugee and Migrant Children in Europe (2017-2019) already envisaged the preparation of “guidelines regarding age assessment and guardianship”. In December 2019, the CoE Committee of Ministers adopted Recommendation CM/Rec(2019)11 on “Effective guardianship for unaccompanied and separated children in the context of migration” and in February 2022, the Council of Europe Steering Committee on the Rights of the Child (CDENF) completed the preparation of a new Recommendation on “Human Rights Principles and Guidelines on age assessment for children in the context of migration”, to be adopted by the Committee of Ministers of the Council of Europe later this year.

This event is divided into two sections. The first one, including the welcoming speeches, will cover the Italian protocol for age assessment of unaccompanied migrant children, the results of the national survey on its implementation at regional level, and the presentation of experiences on age assessment procedures from other member states of the Council of Europe (Austria and Greece).

The second section will focus on addressing the main critical aspects emerging from the experience in the implementation of the existing procedures on age assessment of unaccompanied migrant children at the national level, including the views of international organisations and civil society.

The event will also provide the opportunity to exchange information and experiences from different countries as regards age assessment procedures in a migration context.

The event will be held in a hybrid manner, with some participants present in Rome and other joining via videoconference. The working languages will be Italian, English and French, and simultaneous interpretation will be provided.
